ABSTRACT
Democracy is a system of governance by upholding the principle of popular sovereignty as
citizens. One of the forms and mechanisms of democracy in the region is the implementation
of the regional head election (Election) directly. In order to realize the implementation of
Election to continue to promote democracy based on the principle LUBER and JURDIL as
well as a shift away from the government's leadership in an orderly and peaceful, then the
KPU as the administering agency ELECTION make an implementing regulations that
regulate the Election and terms and conditions that must be met by the candidates
ELECTION or General Election. One of the implementing regulation is Commission
Regulation No. 9 of 2015 on Nominations Election of Governor and Vice Governor, Regent
and Vice Regent, and / or the Mayor and Deputy Mayor. For the incumbent re-elected in the
election of Regional Head obliged to ask leave of absence of all government activities during
the four-month campaign period. Implementation is done for incumbent leave during the
campaign is a preventive measure to avoid any conflict of interest and abuse of power.
