ABSTRACT
Law has a function as the protection of human interests. A social phenomenon that is known
as corruption is a reality of human behavior in social interaction are considered deviant, and
endanger the society and the state. Application of progressive law, which is basically
directed to the perpetrators of this law, expected to be able to direct the law produced by the
process of legislation, which tends to be elitist, to lead to the interests of justiceand the
welfare of the masses. Another constraint is the application of progressive laws in the field of
the prosecutor. Characters attached to this institution, namely: a bureaucratic, centralized,
hierarchical accountability embrace and apply the system of command.
